Notifying HMRC and paying VAT on vehicles brought into the UK – changes coming From 15 April 2013, vehicles entering the country for permanent use on UK roads will have to be notified to HMRC within 14 days and any VAT due paid or ‘secured’. Until this is done it will not be possible to register or licence a vehicle with the DVLA/DVA. A new online system called Notification of Vehicle Arrivals (NOVA) will support this change. Since April 2004, to register a right hand drive vehicle less than 10 years of age it has been necessary for that vehicle to have passed an Enhanced Single Vehicle Approval (ESVA) test to prove compliance with the European Type Approval Regulations. This test is primarily designed to check design and construction on ten key areas of the vehicle: seatbelt anchorage, protective steering, noise and silencers, exhaust emissions, brakes, seatbelt installations, anti-theft devices, frontal impact, side impact and CO2 / fuel consumption. A vehicle can be tested individually for each of these key areas or compared against a model report. A mine field?
